This bill mandates that the Department of Agriculture and Biosecurity must accept and manage certain qualifying non-agricultural park lands, which are public lands primarily used for agricultural production, rather than just being authorized to do so. It also empowers the Department of Agriculture and Biosecurity to request information about easements, which are legal rights to use another person's land for a specific purpose, from the Department of Land and Natural Resources before transferring these lands. Furthermore, the bill requires the Department of Land and Natural Resources to obtain approval from both the Board of Land and Natural Resources and the Board of Agriculture and Biosecurity before repurposing pasture lands, which are areas used for grazing livestock, for reforestation or other public uses. This legislation aims to fulfill the original intent of a 2003 law that facilitated the transfer of these lands and was informed by a working group's assessment of the process.
