This bill amends the State Labor Relations Act to ensure its applicability even if the National Labor Relations Board (NLRB), the federal agency responsible for overseeing labor relations in most private sector workplaces, is unable or unwilling to act. Specifically, it expands the conditions under which the state act can be applied to include situations where the NLRB can no longer fulfill its duties, such as if the National Labor Relations Act itself is repealed or narrowed in scope, or if its preemptive effect is removed. In such cases, the state Board will be able to certify or verify existing bargaining representatives and ensure that current employment terms and conditions remain in place during the verification process.
