This concurrent resolution establishes a joint legislative study committee to investigate the unintended consequences of wind turbine use in agriculture, with the goal of making recommendations to the Legislature. The committee will examine potential impacts on surrounding properties, temperature, farming practices due to turbine placement, the aquifer, agricultural aviation pilots, and migratory birds, including their connection to the Mississippi Flyway. It will also consider necessary setbacks to prevent the displacement of farming substances, safety concerns for pilots, the need for decommissioning funds for turbines, and any other relevant issues. The committee will be composed of the chairmen of various Senate and House committees related to agriculture, energy, public utilities, and wildlife, and may invite representatives from state agencies, Mississippi State University, the Mississippi Farm Bureau Federation, and the Mississippi Agricultural Aviation Association to present information. The committee is tasked with reporting its findings and proposed legislation to the Legislature by December 1, 2026, and will be dissolved by January 1, 2027.
