This bill establishes a statewide digital transcript data-sharing environment, allowing for the secure exchange of student transcript information between K-12 schools (including school districts, charter schools, and state-tribal education compact schools) and postsecondary institutions (colleges and universities). The School Information Processing Cooperative of Washington's Educational Service Districts will be responsible for developing and maintaining a standardized digital transcript format and a secure system for this exchange. Crucially, this data can only be shared with the express, and revocable, permission of the student or their parent/guardian. Participation in this environment will fulfill existing data-sharing authorization requirements, eliminating the need for individual agreements between institutions, and public higher education institutions are required to participate, while private four-year not-for-profit institutions may opt in.
