This bill amends the Illinois Vehicle Code to change how organ and tissue donation is handled when applying for or renewing a driver's license or identification card for individuals aged 16 and older. Previously, applicants were automatically included in the First Person Consent organ and tissue donor registry unless they opted out. This bill reverses that process, requiring applicants to actively choose to have their name removed from the registry, meaning their name will be included by default unless they explicitly request otherwise. The Secretary of State will provide information about this process and ensure individuals understand they are not obligated to be included. The bill also allows for additional ways to join or leave the registry and protects the Secretary of State and employees from liability related to the registry, except in cases of gross negligence or willful misconduct.
