This bill aims to improve voting access for specific groups by requiring county auditors to schedule meetings with federally recognized Indian tribes to discuss and confirm details for establishing voting centers or ballot drop boxes on reservations, ensuring these locations are accessible and properly managed. Additionally, the bill mandates the creation of a secure electronic ballot portal by the Secretary of State, which will be available for use by service voters (military personnel serving away from home), overseas voters, disabled voters, and any registered voter who is a member of an Indian tribe residing on a reservation, allowing them to return voted ballots electronically. To guide the implementation of this portal, a work group will be formed, comprising county auditors, representatives from academic institutions, and experts in electronic voting, and this portal initiative is set to expire on January 1, 2034, with the overall provisions of this new chapter in state law to be implemented by January 1, 2029.
