This bill expands the definition of "disadvantaged communities" to explicitly include farmworker communities that meet specific criteria, such as being located in areas with a significant agricultural worker presence, experiencing disproportionate exposure to environmental pollutants from agricultural or industrial operations, and facing persistent economic hardship or inadequate access to essential services. The California Environmental Protection Agency, in collaboration with the Department of Community Services and Development and the State Department of Public Health, will be required to update their screening tools and guidance documents to ensure these farmworker communities are recognized as disadvantaged in all relevant program eligibility and benefit calculations, aiming to direct investments and resources to these often overlooked populations.
