This bill establishes a state goal to strengthen "nature-based solutions," which are actions that use natural processes to reduce carbon emissions and enhance carbon sequestration, particularly through the restoration of marine ecosystems like oceans and wetlands. It directs state agencies responsible for natural resources and carbon management to find opportunities to invest in these nature-based solutions. Additionally, the Department of Land and Natural Resources is authorized to develop methods for measuring how much carbon emissions are reduced by these efforts, with projects needing to be assessed for their carbon sequestration potential, conservation capacity, ability to mitigate natural disaster risks, financial sustainability, and alignment with the state's clean energy transition. The Department of Land and Natural Resources will then report its progress and any legislative proposals to the Legislature by early 2027, and the law will take effect on July 1, 2050.
