This bill directs the Joint Commission on Technology and Science (JCOTS), a state agency, to study the potential for creating a system where independent organizations can check if artificial intelligence (AI) programs and tools are designed and used in ways that prevent harm to people and their property. JCOTS will look into how risky AI can be, how to measure those risks, what rules already exist for AI developers and users, how to check if those rules are being followed, what other states are doing, and how much it would cost to set up such a system. If JCOTS thinks this kind of system is a good idea, they will also explore if these independent checkers should be licensed and if a state agency, like the Virginia Information Technologies Agency, could manage that licensing. JCOTS must then report its findings and recommendations to specific legislative committees by November 1, 2026.
