This bill, scheduled to take effect on July 1, 2027, introduces new requirements for public works contracts related to capital outlay projects, which are defined as projects for the acquisition or construction of buildings and other physical facilities. Specifically, public bodies will be mandated to ensure that contractors and their subcontractors complete safety training programs approved by the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA), maintain records demonstrating compliance with all relevant laws, and participate in apprenticeship training programs approved by the Commonwealth or the U.S. Department of Labor. The bill also requires contractors to hire at least one apprentice and establish internal policies to track and increase the number of apprentice labor hours, defined as the total hours worked by employees paid hourly who are directly involved in the project, excluding foremen, superintendents, or owners. However, these new requirements will not apply to transportation-related construction projects, and exemptions may be granted if there's a lack of available apprentices or if costs become excessively high.
