This bill amends the charter for the City of Virginia Beach to establish stricter requirements for certain land use approvals south of a defined "blue line," which is a geographical boundary described by specific roads and the Sandbridge Special Service District's edge. Specifically, any proposal to rezone property to a higher density or a more intense zoning district in this area will now require a recorded affirmative vote from three-fourths of the city council members. Furthermore, extending public water and sanitary sewer services, referred to as the "public system," south of the blue line will only be permitted after a public hearing and if the city council makes specific findings, including that there's sufficient capacity in the public system, existing on-site utilities are failing and cannot be replaced with approved alternatives, the primary use of the property won't change, and the extension serves existing developments, certain expansions of commercial developments, or limited expansions of existing residences.
