This resolution directs the Joint Legislative Audit and Review Commission (JLARC), a state agency that conducts studies for the legislature, to investigate the potential effects of broadening eligibility for discretionary parole, which is when an incarcerated individual can be released before their sentence is fully served based on a decision by a parole board. The study will involve consulting with various government agencies and other relevant parties to examine current prison populations, assess the resources needed for a potentially expanded parole system, analyze recidivism rates of those already granted conditional release (like geriatric or terminally-ill inmates), and estimate potential cost savings for the Commonwealth. JLARC will also research successful parole policies in other states, recommend a framework for assessing the risks and rehabilitation potential of individuals seeking release, and propose methods for any future expansion of discretionary parole eligibility. The commission is required to complete its first year of meetings by September 1, 2026, and submit an interim report by March 1, 2027, with a final report of findings and recommendations due by December 1, 2027.
