This bill requires that before the state's Division of Motor Vehicles (DMV) can suspend a person's driver's license for failing to respond to or appear in court for a motor vehicle violation, the DMV must first send written notice to the individual. This notice must clearly state the total amount owed, including any fine due to the magistrate or municipal court and any administrative fee owed to the DMV, and instruct the person to pay both amounts to the magistrate or municipal court. The bill also mandates that the magistrate or municipal court receiving these payments must then forward the administrative fee portion to the DMV, and it specifies that the DMV must provide this written notice at least 30 days before any license suspension can occur. A "motor vehicle violation" is defined broadly as any violation of traffic laws or municipal ordinances related to operating a vehicle that carries a fine or penalty, with the exception of parking violations or other offenses that can be cited without the vehicle being attended.
