This bill mandates that each county school board must employ at least one full-time school nurse for every public school, a change from the previous requirement based on the number of students in certain grades. It also clarifies that any person employed as a school nurse must be a licensed registered professional nurse in West Virginia. The bill further defines "specialized health procedures," such as catheterization or tube feeding, and outlines that these can only be performed by qualified school nurses, other licensed healthcare providers, or trained school employees under the supervision of a school nurse. School employees trained to perform these procedures will receive additional pay, and those newly hired in special education will be required to undergo this training. The bill also establishes a council of school nurses to advise the State Board of Education on training and standards for specialized health procedures.
