This bill, a recommendation from the Commission on Updating Virginia Law to Reflect Federal Recognition of Virginia Tribes, amends the Code of Virginia to formally include federally recognized tribes in the state's emergency services and disaster preparedness programs, defining "federally recognized tribe" as an American Indian tribe within Virginia that is acknowledged by the Commonwealth, recognized by the U.S. Secretary of the Interior, and has a contract or memorandum of understanding with the Department of Emergency Management. The Department of Emergency Management will now coordinate with these tribes, alongside political subdivisions and state agencies, in assessing risks, developing preparedness and response plans, conducting statewide emergency management assessments, and administering disaster mitigation, preparedness, response, and recovery programs, ensuring that these plans and programs are inclusive of the needs and participation of federally recognized tribes in all aspects of emergency management, from resource allocation to public information and education.
