This bill directs the Department of Education to convene a stakeholder work group to conduct a comprehensive review of alternative licensure pathways for public school teachers in the Commonwealth, which are defined as various routes to obtaining a provisional license beyond traditional teacher preparation programs, including programs for career changers, Teach for America, and long-term substitutes. The work group, composed of representatives from educational associations, higher education, school divisions, teachers, and advocacy groups, will analyze data on teacher participation in these pathways, their progression to renewable licenses, retention rates, and the impact on student achievement, particularly for vulnerable student populations. They will also examine support systems, program costs, and curriculum, and will make recommendations for improving the quality, effectiveness, and outcomes of these alternative routes, with interim and final reports due to the Governor and legislative committees by October 1, 2026, and October 1, 2027, respectively.
