This bill directs the Department of Education to convene a stakeholder work group to conduct a comprehensive review of "alternative licensure pathways," which are defined as various routes for public school teachers to obtain a provisional license, including through local eligibility, career-switcher programs, Teach for America, iTeach Virginia, nontraditional preparation programs, and serving as a long-term substitute teacher. The work group, composed of representatives from educational associations, higher education, school divisions, teachers, and advocacy groups, will examine data on teacher participation in these pathways, their transition to renewable licenses, mentoring and professional development support, teacher retention rates, and student achievement outcomes. The review will also analyze disparities in the distribution of provisionally licensed teachers and compare different alternative programs. Based on this review, the work group will make recommendations on criteria for effective alternative programs, standards for partnerships, and any necessary policy or funding changes to improve the quality and outcomes of teachers who use these alternative routes. The Department is required to submit an interim report by October 1, 2026, and a final report by October 1, 2027, to the Governor and legislative education committees.
