This bill requires municipalities and public service districts to take specific actions when potential customers apply for water or sewer service. First, they must determine the cost of extending service and the portion of that cost the customer is responsible for, known as the "customer share," following the rules of the Public Service Commission. If customers agree to pay their share upfront, service will be extended. However, if customers request that the municipality or district seek grant funding to cover the total cost of the extension, the customers must first pay for the application process. Once those application costs are covered, the municipality or district will then apply for funding through the West Virginia Infrastructure and Jobs Development Council. If grants are awarded to cover the full project cost, the municipality or district must extend service after the customer pays any required fees, and the grant funds will be used to reimburse those who made upfront contributions, including application costs, as per Public Service Commission rules.
