This bill, titled the "West Virginia Officials Training Program Act," establishes a statewide training program administered by the State Auditor's Office to equip various public officials and board members with the knowledge and skills necessary for effective governance. Recognizing that many local government entities, including municipalities, boards, commissions, and county boards of education, handle significant public funds and responsibilities without structured training, the act mandates the creation of a program offering foundational, advanced, and role-specific training. The program will be overseen by a new Local Governance & Training Division within the State Auditor's Office, which will develop curriculum, coordinate training delivery, set certification standards, and report on program performance. Participation is generally voluntary but encouraged, and the program will cover essential topics such as open government laws, ethics, fiscal oversight, procurement, and emergency preparedness, with a dedicated track for education leadership. A tiered certification system will be implemented, and while foundational training will be free for individuals, participating entities may be assessed a reasonable organizational fee to support the program's administration and development. The State Auditor is also empowered to collaborate with higher education institutions and other states to enhance the program's effectiveness and national replicability.
