Bill Summary
Alcoholic beverage control; banquet license; municipality or nonprofit organization. Allows a manufacturer, bottler, broker, importer, or wholesaler to sponsor or provide support, including equipment, staff, financial, and other support, for a special event for which a municipality or nonprofit organization has been issued a banquet license when such special event is to be held on the grounds of a museum or a government-registered national, state, or local historic site at which the municipality or nonprofit organization is licensed to operate a gift shop, provided that any retail license issued to the premises has been deactivated by the Virginia Alcoholic Beverage Control Authority for the duration of such special event. The bill limits such municipalities or nonprofit organizations to no more than eight banquet licenses for such special events per year.
AI Summary
This bill allows the Virginia Alcoholic Beverage Control (ABC) Authority's Board of Directors to grant special event licenses, specifically banquet or mixed beverage licenses, to nonprofit retail licensees for events where a farm winery, winery, brewery, or distillery is licensed to sell alcoholic beverages. A key condition is that the nonprofit retail licensee must temporarily suspend its own regular retail operations during the special event. The bill also amends existing law to permit manufacturers, bottlers, brokers, importers, or wholesalers to sponsor or support special events held by municipalities or nonprofit organizations at museums or historic sites, provided that any existing retail license on the premises is deactivated for the duration of the event. This change aims to facilitate events while maintaining a separation between different tiers of the alcohol industry, preventing undue influence and overly aggressive sales tactics.
