This resolution commends Richard D. Hinkley, the former police chief emeritus of the Liberty University Police Department (LUPD), upon his retirement in 2025. It highlights his distinguished career, which began with four years of honorable service in the United States Air Force, followed by his education at Liberty University. His career in law enforcement started in 1979 with the Liberty University security department, and after serving as a corrections officer and deputy sheriff in New York, he returned to the LUPD, eventually becoming its chief of police in 2009. During his tenure as chief, he focused on ensuring the department met state and national standards and fostered positive relationships between officers and students, all while being guided by his faith and inspiring his officers to serve their community. The resolution directs that a copy be presented to Mr. Hinkley to express appreciation for his service and best wishes for his retirement.
