This bill amends Virginia law to protect individuals from "balance billing," which occurs when an out-of-network provider bills a patient for the difference between their charge and what their insurance pays. Specifically, the bill prohibits out-of-network health insurance providers from balance billing any enrollee for transportation provided by an "emergency medical services vehicle," which is defined as any vehicle, vessel, or aircraft permitted by the Office of Emergency Medical Services that is equipped and operated to provide emergency medical care or patient transportation. The bill also clarifies that for these emergency medical services vehicle transports, the enrollee's cost-sharing amount will not exceed $100, and the total payment to the provider from the enrollee's cost-sharing and the health carrier's payment will be at least the local government approved rate or, if none exists, at least 350% of Medicare rates for the service and mileage.
