This bill amends existing Virginia law to expand protections against "balance billing," which occurs when an out-of-network provider bills a patient for the difference between their charge and what their insurance pays. Specifically, the bill prohibits an out-of-network health insurance provider from balance billing any enrollee for transportation provided by an "emergency medical services vehicle," which is defined as any vehicle, vessel, or aircraft permitted by the Office of Emergency Medical Services and equipped to provide emergency medical care or patient transport for those who are sick, injured, or otherwise incapacitated. This addition extends the existing balance billing protections, which already cover emergency services and certain non-emergency services at in-network facilities provided by out-of-network professionals, to include ambulance transportation.
