This bill aims to enhance school district financial management by requiring educational service districts (ESDs) to provide additional support to school districts showing signs of financial distress or facing "binding conditions," which means a district is in a state of financial emergency. ESDs will now be mandated to meet regularly with school district leadership to develop action plans and improve budgeting, and they can require superintendents or administrators to undergo governance training. The bill also updates the requirements for school board director governance training, mandating that it include training on cultural competency, diversity, equity, and inclusion, as well as new training on school district funding and finance provided by the Washington state school directors' association, with a deadline of January 1, 2027, for defining "financial distress." Furthermore, it strengthens penalties for financial misconduct, barring individuals who knowingly or negligently violate budget appropriations from future employment in public schools, and establishes a process for school districts to request and receive financial information from previous employers of applicants for budget or accounting roles, with good faith disclosures protected from civil liability. Finally, the bill includes provisions for state reimbursement of certain damages in cases of financial malfeasance, misfeasance, or nonfeasance, up to $750,000, if legal action is taken by the attorney general.
