This bill amends existing Washington state law to authorize and define "community scaled projects" for weatherization, which are defined as weatherization efforts involving multiple homes in the same neighborhood or area that share common environmental, social, or economic challenges, as determined by the department. It allows sponsors to propose these community-scaled projects, which can include full or partial weatherization, energy efficiency upgrades, or structural repairs for multiple dwellings within a community. The bill also specifies that proposals for community-scaled projects will be prioritized based on indicators of environmental health disparities, housing vulnerability, and pollution exposure, and will consider socioeconomic data to serve low-income households. Importantly, the bill clarifies that the usual requirement for full levels of weatherization materials and practices in individual low-income residences does not apply to community-scaled projects, and it also modifies the income threshold for prioritizing dwelling units occupied by low-income households when they are part of a community-scaled project. The department is also tasked with adopting rules to implement these provisions.
