This bill extends the date of repeal for certain energy efficiency standards for building construction in Mississippi from July 1, 2026, to July 1, 2029. These standards, developed by the Mississippi Development Authority in consultation with experts and based on the American Society of Heating, Refrigeration and Air-Conditioning Engineers' Standard 90.1-2016, apply to the design, direction, construction, and alteration of various buildings, including those used for public assembly, education, offices, commercial establishments, and state-owned facilities, unless they meet specific exemption criteria such as low energy usage or being unheated/uncooled. While the Mississippi Development Authority does not enforce these standards, local governing authorities are responsible for their administration and enforcement, with the ability to set penalties and inspection fees, except for state-owned buildings which are overseen by the Department of Finance and Administration.
