This bill amends existing law to allow the Board of Trustees of State Institutions of Higher Learning to create a scholarship program, funded by legislative appropriations, that provides free tuition at state-supported universities and community colleges for certain veterans. To qualify, veterans must be Mississippi residents, honorably discharged, eligible for in-state tuition, and either not eligible for federal educational benefits and have served in a combat zone or received a campaign medal for combat operations outside the U.S., or have a service-connected disability rating of at least ten percent. The scholarship grants will be awarded on a month-to-month basis, with one month of tuition waived for each month served during a qualifying period, for a minimum of one academic year and a maximum of four academic years. The bill also establishes the Combat Veteran Scholarship Fund in the State Treasury, with an annual appropriation cap of $500,000, to cover these scholarships.
