This bill directs the Mississippi Department of Human Services to amend its plan for the Child Care Development Fund (CCDF), a federal program, to expand eligibility for child care services under the Mississippi Child Care Payment Program (CCPP). Specifically, it aims to make certain parents or primary caregivers eligible for the CCPP, including high school students who are parents, individuals 24 or younger enrolled in education or job training programs who are parents of two or more children, disabled parents, and grandparents who are primary caregivers because the children's parents are incarcerated. Furthermore, the bill establishes an appeal process for child care providers or parents/caregivers whose eligibility for a child care certificate is denied or revoked, allowing them to appeal to the Attorney General's office, where the appeal will be handled by an attorney independent of the Department of Human Services. Once the federal government approves this plan amendment, the Department of Human Services will implement these new eligibility rules within the CCPP.
