AI Summary

This bill mandates that the Mississippi Commission on Wildlife, Fisheries and Parks, referred to as the "commission," will oversee and manage all black bear hunting activities. Starting with the 2026-2027 hunting season, both residents and non-residents will need to obtain a hunting license and a new "black bear harvest permit" to hunt or kill a black bear, with the permit costing no more than $200 annually and being valid until June 30th of the following year. Initially, for the 2026-2027 season, the commission will issue a total of 20 such permits, and for every hunting season thereafter, the number of permits issued will increase by 10%, rounded to the nearest whole number. Violating these provisions will result in a Class I violation, with penalties outlined in Section 49-7-141 of the Mississippi Code.
