AI Summary
This bill requires medical examiners to include specific information in autopsy reports for sudden and unexpected deaths, particularly in infants and children, and for sudden deaths suspected to be caused by cardiac arrhythmia in individuals of any age. For infant and child deaths, including those classified as Sudden Infant Death Syndrome (SIDS), Sudden Unexpected Infant Death (SUID), or Sudden Death in the Young (SDY), autopsies must now include microscopic and toxicology studies, as well as a review of the child's immunization and medical records. Medical examiners must document any immunizations and emergency countermeasures administered within 90 days prior to death and report these cases to the SUID and SDY Case Registry, which is a national system collecting data on sudden and unexpected deaths in individuals under 20. Similarly, for sudden deaths suspected to be Sudden Arrhythmic Death Syndrome (SADS) in individuals of any age, autopsies will require microscopic and toxicology studies and a review of medical records, with reporting to the SUID and SDY Case Registry mandated if the individual was under 20. The bill also establishes administrative penalties, including fines, for county medical examiners who fail to report these cases to the registry within 30 days of completing the autopsy report, and clarifies that compliance with these reporting requirements is permissible under medical privacy laws like HIPAA.
