This bill authorizes the Mississippi Soil and Water Conservation Commission, referred to as the "Commission," to construct and maintain a levee system along the Yazoo River in Yazoo County, which is defined as a "levee project" and is intended to be funded by federal grants or appropriations. The Commission is empowered to undertake all necessary activities for the construction, including design, environmental mitigation, and acquiring land rights, and can enter into contracts with public and private entities to achieve these goals. Furthermore, the Commission is authorized to maintain the levee project and can contract with political subdivisions, which are defined as state or federal government agencies or subdivisions of Mississippi, for this maintenance for up to 99 years, with political subdivisions having the option to contribute funding for maintenance costs.
