AI Summary

This bill establishes the Mississippi Hospital Recovery Trust Program, administered by the Department of Finance and Administration, to provide grants to public hospitals that are in financial distress, meaning they are experiencing poor profits, high debt, a large number of uninsured patients, significant uncompensated care, limited capital, low cash reserves, or difficulty paying staff, putting them at risk of closing. A special fund, the Mississippi Hospital Recovery Trust Fund, will be created with an allocation of $150,000,000.00 to disburse these grants. To receive a grant, a public hospital, defined as a hospital owned by the state or a local government, must apply with documentation proving its high financial risk. The Department will determine the grant amounts, prioritizing hospitals that are immediately at risk of closing and are vital to their communities. Approved applications will receive grant funds within five business days, and the Department will report annually to the Joint Legislative Budget Committee on each grant awarded, including the hospital's name, grant amount, and how the funds were used.
