This joint resolution proposes an amendment to the New Mexico Constitution to create a "children, youth and families commission," which will be responsible for setting policy and overseeing the operations of a state agency focused on child welfare. The commission will consist of members appointed by the governor, the speaker of the house of representatives, and the president pro tempore of the senate, all of whom must possess relevant educational and professional experience in child welfare and administration. Commission members will serve six-year staggered terms, with vacancies filled by the original appointing authority. The Supreme Court will have the sole authority to remove a commission member for misconduct. If approved by voters, this amendment will be placed on the ballot for the next general election or a special election held before it.
