This bill allows retail licensees, such as bars and liquor stores, to purchase the physical barrel or lid from which distilled spirits were bottled, in addition to the spirits themselves, through a special agreement with the manufacturer and the Alcoholic Beverage Control Authority. This physical barrel or lid would not be considered a gift and could be displayed on the retail licensee's premises, provided the licensee adheres to the terms of the barrel purchase agreement. The bill also clarifies that this new provision does not affect existing regulations regarding other types of alcoholic beverage advertising materials, which have specific value limits and restrictions on who they can be obtained from.
