This bill amends various reporting requirements related to health insurance in Virginia. It mandates that the State Corporation Commission (SCC) create and publicly share an inventory of all mandated health insurance benefits and providers, and requires health insurance carriers to annually report on any providers they terminate from their networks and subsequently reinstate. The bill also consolidates reporting requirements concerning balance billing (when an out-of-network provider bills a patient for the difference between their charge and what insurance pays) and arbitration processes. Additionally, it repeals reporting requirements for the Comparable Health Care Service Incentive Program, which encouraged members to shop for lower-cost healthcare services, and the Virginia Health Savings Account Plan.
