This bill updates and modifies state and local building, electrical, and energy codes by changing the adopted editions of several key codes, most notably switching from the 2018 to the 2009 edition of the International Energy Conservation Code and the International Residential Code, and from the 2023 to the 2008 edition of the National Electrical Code. A significant new provision requires local governments that adopt or enforce building, electrical, or energy codes to provide independent third-party evidence verifying that any proposed update or change is necessary to protect the public from imminent dangers or is required by state or federal law, with this evidence needing to come from a source with no financial interest in the change and possessing expertise in public safety or municipal codes. Furthermore, until January 1, 2031, local jurisdictions are prohibited from adopting or enforcing building or energy codes that are more stringent or more updated than the state-adopted versions, and this bill also repeals the original sections of law that are being amended.
