AI Summary
This bill establishes the Medical Education Service Grant Program, which will provide grants to individuals enrolled in or admitted to eligible medical schools in Virginia. These grants, up to $50,000 per academic year and a total of $200,000 over four years, are intended to help students pursue clinical practice in designated service areas, which are defined as areas with a shortage of health professionals or other medically underserved locations. In exchange for receiving a grant, recipients must enter into a service agreement to practice medicine in a full-time capacity (or half-time at an equivalent rate) in a designated service area for a specified period, with the service requirement increasing for each year a grant is received. The program will be administered by the Council (State Council of Higher Education for Virginia) in partnership with the Authority (Virginia Health Workforce Development Authority), and will include provisions for eligibility, prioritization of applications, terms and conditions for receiving and fulfilling grants, and procedures for deferring service agreements under certain circumstances. The program administrator will also be required to collect data on the program's activities and submit an annual report to state officials, with the first report due by January 1, 2027. The bill also mandates that the program administrator begin collecting applications by January 1, 2027, and disburse loans by July 1, 2027.
