This bill proposes to temporarily increase the subsidy paid to kinship parents, who are relatives caring for a child in the foster care system, to match the amount paid to foster parents under specific conditions. To qualify for this temporary increase, the kinship parent must pass a background check through the WV Cares Program within five days of the child's placement, their home must pass an initial safety screening, and they must be assigned to a child placing agency to help them become certified as a foster parent. This temporary subsidy increase will be paid within 30 days of the child's placement and will last for a maximum of six months, providing time for the kinship parent to complete the certification process; if they are unable or unwilling to become certified by the end of this period, the increased subsidy will be discontinued.
