This bill allows property owners or their contractors to use private permitting providers for building plan reviews and inspections for single-trade residential construction projects, meaning projects limited to one type of construction like roofing or electrical work on a home. These private providers, who must be registered architects, engineers, or certified inspectors, can issue private permits and certificates of completion, which municipalities and counties must accept and track. Municipalities and counties cannot charge fees beyond reasonable recording fees for these private permits and cannot discriminate against those who use private providers. They are required to publish all building codes and fee schedules online; if they fail to do so, private providers can use model building codes and the municipality or county cannot charge a permitting fee. Municipalities and counties can maintain a registration process for private providers, and if a provider is registered with one jurisdiction, they can work in others that accept such registrations. However, if a private provider's work leads to a nuisance that the municipality or county must then address, that jurisdiction can prohibit that specific provider from future work there, though the provider has an appeal process. The bill also clarifies that this does not affect a municipality's or county's ability to address nuisances and that they retain immunity for permits issued after private provider reviews.
