AI Summary
This bill establishes a plan for studying and potentially consolidating school districts in Mississippi, tasking the Standing Commission on School District Efficiency (the "Commission") with this responsibility. The Commission will collect extensive data on student populations, school operations, and administrative costs across all districts, and will analyze the feasibility and benefits of consolidating districts and schools. Based on this analysis, the Commission will submit reports to the Legislature and the Governor, with the Legislature ultimately deciding which districts will be consolidated and when, starting with a proposed schedule in 2027. If a district is slated for consolidation, it can propose its own plan, but if it fails to do so or its plan is rejected, the Commission will develop a consolidation plan and appoint a transitional governing board to manage the process and oversee the newly formed district until an elected board is in place. Additionally, districts not subject to consolidation will be required to provide data on their individual schools to the Commission for a separate analysis of potential school-level consolidation within those districts.
