This bill establishes the Office of Regulatory Management within the Office of the Governor, codifying its existence into law. The office, headed by a Director appointed by the Governor, will review all regulations and guidance documents from executive branch agencies before they are finalized, submitting recommendations for approval to the Governor. It will also issue guidelines for agencies on conducting "regulatory economic analysis" – a process that involves identifying problems, analyzing alternatives, and assessing benefits and costs for regulations and guidance documents – as well as on periodic reviews and responses to regulatory reduction initiatives. Furthermore, the office will provide guidance on promoting transparency by posting all regulatory materials on the Virginia Regulatory Town Hall and will issue guidelines for agencies to submit a "Unified Regulatory Plan," which is a list of anticipated regulations and guidance documents for the fiscal year. Finally, the office will use tools, including artificial intelligence, to identify and coordinate the streamlining or reduction of outdated, duplicative, or unnecessarily burdensome regulations and guidance documents.
