This bill establishes the Virginia African American, Asian American, Pacific Islander, Latino, and Indigenous Education Advisory Board, which will serve as an advisory body within the executive branch of state government to provide recommendations to the Governor and the General Assembly. The Board's purpose is to advise on how African American, Asian American, Pacific Islander, Latino, and Indigenous history is currently described in the state's Standards of Learning (SOLs) and curriculum frameworks, how this content is taught in classrooms, and to develop strategies for creating elective courses in these histories. The Advisory Board will consist of 32 members, including non-legislative citizen members appointed by various legislative leaders and the Governor, with specific expertise in each of the represented cultural histories, as well as ex officio members from the Department of Education and the State Council of Higher Education. The Board will have the power to recommend edits to SOLs, suggest broader review processes for history and social studies, propose professional development for teachers, and develop model curricula for elective courses. It is required to submit an annual report and an executive summary to the Governor and the General Assembly, and its provisions are set to expire on July 1, 2030.
