AI Summary
This bill makes significant changes to Virginia's energy regulations by repealing provisions related to carbon dioxide emissions reduction from power plants, prohibiting the State Corporation Commission (SCC) from approving new CO2-emitting utility-owned generation facilities under certain conditions, and removing declarations that renewable energy sources like solar and wind, as well as energy storage, are in the public interest. It also removes provisions specifically addressing the development of solar, wind, and offshore wind generation, and electricity from renewable and zero-carbon sources. Instead, the bill declares that planning and development activities for new nuclear generation facilities are in the public interest. Additionally, it amends various sections of the Code of Virginia to reflect these changes, including those concerning the powers of the State Air Pollution Control Board and the SCC, and repeals specific sections related to renewable energy portfolio standards and offshore wind projects.
