This bill aims to increase transparency for consumers regarding utility rate increases by requiring gas and electric corporations to provide more detailed information about fuel costs and rate changes. Specifically, it mandates that these corporations file monthly reports with the Public Service Commission (PSC) detailing affected services, the base cost and supplier of fuel (including any transmission and supply tariffs if the fuel is sourced from Canada), delivery points, current average fuel costs, and fuel storage amounts. The PSC will then be required to publish this fuel cost information on its public website monthly. Additionally, when a utility files to increase any rate or charge, it must now include updated information as specified in subdivision six of section 66 of the public service law, and the PSC must publish this information online within 48 hours of receiving it. The Public Service Commission (PSC) is the state agency that oversees utilities.
