This bill establishes a framework for improving recycling markets in Tennessee by creating an "office of cooperative marketing for recyclables" within the Department of Environment and Conservation, which will collect information on recyclable materials, buyers, and recycling programs to actively promote economic development in the recycling industry. Additionally, it creates a "recycling market development and diversion advisory council," composed of representatives from private industry, recycling organizations, government officials, and legislators, tasked with advising the state on strategies to enhance recycling markets, improve recycling access, and research best practices. This council will also coordinate with the new office and report its findings and recommendations annually to the governor and the general assembly, with the council set to terminate on June 30, 2030, unless extended by law.
