This bill proposes an amendment to the state constitution to establish a new State Board of Parole, which will be responsible for deciding when incarcerated individuals can be released on parole and setting any conditions for that release. The legislature will define the specific qualifications for board members and their other duties, beyond what is outlined in this proposal. The board will consist of seventeen members: one head of the board, known as the commissioner of the board of parole, elected statewide; eleven members, one from each judicial district, also elected within their respective districts; and five members appointed by various state leaders, including the governor, the temporary president of the senate, the minority leader of the senate, the speaker of the assembly, and the minority leader of the assembly. This constitutional amendment would then be referred to the next legislative session and published for three months before the next general election of assembly members, as required by the constitution.
