This bill amends Title 26 of the Delaware Code concerning net energy metering and interconnection rules for electricity generated from renewable sources. Specifically, it updates the requirements for electric suppliers' interconnection rules, which are the guidelines for connecting customer-owned electricity generation systems, like solar panels, to the main power grid. Instead of developing these rules based on a guide from the Interstate Renewable Energy Council (IREC) and best practices from the U.S. Department of Energy, electric suppliers must now align their rules with the most recent version of the IREC's Model Interconnection Procedures within 12 months of their latest publication. This change aims to ensure that net metering customers, who receive credit for excess electricity they send back to the grid, continue to meet safety and performance standards while simplifying the process for them by preventing excessive demands for controls, tests, or insurance.
