Bill Summary

Virginia encroachment grant; incompatible uses. Expands the application of grants to address the encroachment of incompatible uses to include localities in which any Virginia military installation with missions that produce noise, smoke, vibration, or explosive hazards and that is vulnerable to electromagnetic spectrum, light pollution, and other mission-limiting hazards is located. The bill also removes the required initial allocation to the locality in which the Master Jet Base and the auxiliary field for the Master Jet Base is located.

AI Summary

This bill expands the types of Virginia localities that can receive grants to address the encroachment of incompatible uses, which are activities that interfere with military operations. Previously, these grants were specifically for localities near a U.S. Navy Master Jet Base and its auxiliary field. Now, the grants will also be available to localities with any Virginia military installation that has missions producing noise, smoke, vibration, or explosive hazards, and that are also vulnerable to issues like electromagnetic interference and light pollution that can disrupt these missions. Additionally, the bill removes a requirement that a specific initial allocation of funds be set aside for the locality hosting the Master Jet Base and its auxiliary field, allowing for more flexible distribution of these funds.
