This bill authorizes the Division of Capital Asset Management and Maintenance, in consultation with the Department of Conservation and Recreation, to grant an easement to NSTAR Electric Company d/b/a Eversource Energy, which is a utility company, for the purpose of constructing and maintaining electric transmission and distribution lines and related equipment. In exchange for this easement, Eversource Energy must compensate the Commonwealth through the transfer of land or money, or a combination of both, with the value determined by independent appraisals. These appraisals will be reviewed by the Inspector General and submitted to legislative committees. The bill also specifies that the easement will terminate if the land is no longer used for its intended purpose and requires Eversource Energy to restore the surface condition of the land after any work is done. Eversource Energy will be responsible for all associated costs.
