This bill exempts disaster grants administered by the Tennessee Emergency Management Agency (TEMA) from standard state procurement rules, which are the established procedures for how the government buys goods and services. However, TEMA will still be able to inspect the places of business of those receiving grants and audit their financial records to ensure they are following the terms of the grants and assisting with disaster response and recovery as intended. The bill defines a "disaster grant" as any funding, financial or otherwise, given to the state or by the state to individuals or organizations to help with disaster relief efforts. It also clarifies that a "recipient" is someone who directly gets a disaster grant, and a "subrecipient" is someone who gets a grant from a recipient to further support disaster recovery programs.
