This bill requires the Auditor of Public Accounts, Nebraska's independent state auditor, to investigate and report on any instances where the Governor or other executive branch officials delay or withhold funds that have been appropriated by the Legislature, a practice defined as "impoundment of funds." The Auditor must submit a quarterly report electronically to the Clerk of the Legislature detailing each impoundment, including the amount, dates of impoundment and order, duration, the affected government department, the reason for the impoundment, and its estimated fiscal impact, along with any other relevant information. Complaints about impoundment can be filed by any legislator, state agency, or an eligible recipient of public funds approved by the Legislature. The bill also declares an emergency, meaning it will take effect immediately upon passage and approval.
